Halen bu co\u011frafyadaki \u00fclkelerle ekonomik, ticari, siyasi, politik, sosyo-k\u00fclt\u00fcrel a\u00e7\u0131lardan ili\u015fkilerimiz, de\u011fi\u015fik \u015fekillerde ve tarihin de\u011fi\u015fik d\u00f6nemlerinde ili\u015fkilerin seyrine g\u00f6re ini\u015fli ve \u00e7\u0131k\u0131\u015fl\u0131 olarak tarih sahnesinde kendini hissettirmektedir. Devletler g\u00fcn\u00fcm\u00fczde k\u00fcreselle\u015fen d\u00fcnya ve s\u0131n\u0131r tan\u0131mayan ticaret anlay\u0131\u015f\u0131 ile geli\u015fen teknolojinin, h\u0131zl\u0131 ileti\u015fim, ula\u015f\u0131m, da\u011f\u0131t\u0131m a\u011flar\u0131n\u0131n ve ara\u00e7lar\u0131n\u0131n da yard\u0131m\u0131 ile \u00f6zellikle ekonomik ve ticari alanda birbirlerini daha iyi tan\u0131maya ve kar\u015f\u0131l\u0131kl\u0131 i\u015fbirli\u011fi imk\u00e2nlar\u0131n\u0131 geli\u015ftirmeye b\u00fcy\u00fck gayret etmektedirler.<\/p>\n<p style=\"text-align: justify;\">T\u00fcrkiye, \u015eangay \u0130\u015fbirli\u011fi Te\u015ftilat\u0131 b\u00f6lgesinde alternatif bir ekonomik g\u00fc\u00e7 \u015feklinde g\u00f6r\u00fclmemelidir. T\u00fcrkiye\u2019nin b\u00f6lgedeki geni\u015f ekonomik potansiyeli harekete ge\u00e7irebilmesi i\u00e7in gereken durumlarda Bat\u0131l\u0131 \u00fclkeleri de i\u00e7erecek bir \u015fekilde d\u00fczenlemelerde bulunmal\u0131 ve \u00f6nc\u00fc rol \u00fcstlenmelidir.<a href=\"http:\/\/politikaakademisi.org\/?p=554#_ftn1\">[1]<\/a> D\u00fcnyan\u0131n 16. b\u00fcy\u00fck ekonomisi olan T\u00fcrkiye\u2019nin 2023 y\u0131l\u0131 hedefleri aras\u0131nda d\u00fcnyan\u0131n en b\u00fcy\u00fck 10 ekonomisi aras\u0131nda yer almak istemesi, do\u011fal olarak bu hedefe ve hedeflenen yar\u0131m milyar dolar\u0131 a\u015fk\u0131n ihracat hamlesine ba\u011fl\u0131 olarak Uzak Do\u011fu ile olan d\u0131\u015f ticaret faaliyetlerini de \u00f6nemsemesi anlam\u0131na gelir. \u00dclkemiz sanayisinin \u00fcretmi\u015f oldu\u011fu mal ve hizmetleri yerinde sunarak ve pazarlayarak sat\u0131\u015f\u0131 ger\u00e7ekle\u015ftirmenin \u00f6n ko\u015fulu oldu\u011fundan dolay\u0131 T\u00fcrkiye ve Uzak Do\u011fu \u00fclkeleri aras\u0131nda kar\u015f\u0131l\u0131kl\u0131 u\u00e7u\u015flar artm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">\u00c7in taraf\u0131ndan d\u00fc\u015f\u00fck maliyetle \u00fcretilen mallar T\u00fcrkiye\u2019deki t\u00fcketiciler taraf\u0131ndan d\u00fc\u015f\u00fck bir fiyattan al\u0131c\u0131 bulmakta ve bunun sonucu olarak yerli sanayi zarara u\u011framaktad\u0131r.<a href=\"http:\/\/politikaakademisi.org\/?p=554#_ftn2\">[2]<\/a> Oysa \u00c7in\u2019de d\u00fc\u015f\u00fck kaliteli mal ve \u00fcr\u00fcnler d\u0131\u015f\u0131nda ileri teknoloji ve know-how gerektiren d\u00fcnya pazarlar\u0131nda al\u0131c\u0131 bulan \u00fcr\u00fcnler de mevcuttur. \u00d6zellikle enerji ve in\u015faat sekt\u00f6r\u00fcnde kulland\u0131klar\u0131 malzemeler Avrupa ve Amerika\u2019ya g\u00f6re d\u00fc\u015f\u00fck i\u015f\u00e7i \u00fccretleri, lojistik ve enerji maliyetlerinde avantajlar\u0131 dolay\u0131s\u0131 ile rekabet ve sat\u0131\u015f olana\u011f\u0131na imk\u00e2n k\u0131l\u0131yor. \u00c7in gece g\u00fcnd\u00fcz \u00e7al\u0131\u015fan sanayi kollar\u0131 i\u00e7in umars\u0131zca muhta\u00e7 oldu\u011fu ve ihtiyac\u0131 olan enerji talebini kar\u015f\u0131layacak petrol\u00fc \u0130ran gibi uluslararas\u0131 d\u0131\u015flanm\u0131\u015flardan edinmeye niyetli gibi. Uzak Do\u011fu \u00fclkeleri ile kar\u015f\u0131l\u0131kl\u0131 ziyaretler, ortak toplant\u0131lar, fuarlara kat\u0131l\u0131m, diyaloglar art\u0131p geli\u015ftik\u00e7e ikili ekonomik ili\u015fkiler ve ticarette artacak, Uzak Do\u011fu ile olan rekabet ileride kar\u015f\u0131kl\u0131i\u015fbirliktelikleri, ortakl\u0131klar ve know-how transferleri ile avantaja d\u00f6n\u00fc\u015ferek, uluslar\u0131n istihdam ve b\u00fcy\u00fcmesinde hi\u00e7 \u015f\u00fcphesiz b\u00fcy\u00fck rol oynayacakt\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bat\u0131 ile Uzak Do\u011fu aras\u0131ndaki ticaretin en \u00f6nemli ge\u00e7i\u015f yollar\u0131ndan tarihi \u0130pek Yolu, eski \u00e7a\u011flardan beri bir\u00e7ok toplumun hayat\u0131nda, ekonomik ve sosyal anlamda \u00e7ok \u00f6nemli yer tutmu\u015ftur. Orta \u00c7a\u011f\u2019da ticaret kervanlar\u0131 \u015fimdiki \u00c7in\u2019in Xian \u00a0kentinden hareket ederek \u00d6zbekistan\u2019\u0131n Ka\u015fgar kentine gelirler, burada ikiye ayr\u0131lan \u00a0yollardan ilkini izleyerek Afganistan ovalar\u0131ndan Hazar Denizi\u2019ne, di\u011ferleri ile de \u00a0Karakurum Da\u011flar\u0131n\u0131 a\u015farak \u0130ran \u00fczerinden Anadolu\u2019ya ula\u015f\u0131rlard\u0131. Anadolu\u2019dan deniz yolu ile veya Trakya \u00fczerinden karayolu ile Avrupa\u2019ya giderlerdi. D\u00fcnyan\u0131n \u00a0do\u011fu ekseninden bat\u0131ya do\u011fru geli\u015fen bu ticari faaliyette \u00f6nceki \u00e7a\u011flardan beri kullan\u0131lmakta olan bir yol \u015febekesinden yararlan\u0131lm\u0131\u015ft\u0131r. S\u00f6z konusu yol ba\u015fta de\u011ferli madenler, baharat ve ipek olmakla birlikte, k\u00fc\u00e7\u00fck sanayinin geli\u015fmesiyle porselen ve k\u00e2\u011f\u0131t gibi \u00fcr\u00fcnler de bu yol vas\u0131tas\u0131yla bat\u0131 d\u00fcnyas\u0131na ta\u015f\u0131nm\u0131\u015ft\u0131r.<a href=\"http:\/\/politikaakademisi.org\/?p=554#_ftn3\">[3]<\/a><\/p>\n<p style=\"text-align: justify;\">8 Ekim 2010\u2019da, T\u00fcrkiye Cumhuriyeti Ba\u015fbakanl\u0131k D\u0131\u015f Ticaret M\u00fcste\u015farl\u0131\u011f\u0131 ile \u00c7in Halk Cumhuriyeti Ticaret Bakanl\u0131\u011f\u0131 aras\u0131nda Yeni \u0130pekyolu Ba\u011flant\u0131s\u0131 Ortak \u00c7al\u0131\u015fma Grubu kurulmas\u0131na ili\u015fkin bir mutabakat zapt\u0131 imzalanm\u0131\u015ft\u0131r. T\u00fcrkiye ile \u00c7HC aras\u0131ndaki ticari ili\u015fkiler 1974 y\u0131l\u0131nda Pekin\u2019de imzalanan ticaret anla\u015fmas\u0131 ile ba\u015flam\u0131\u015ft\u0131r. Ger\u00e7ekte T\u00fcrklerle \u00c7inliler aras\u0131ndaki ticari ili\u015fkiler, Orta Asya\u2019ya kadar uzanmaktad\u0131r. Tarihi \u0130pek Yolu \u00c7in\u2019de ba\u015fl\u0131yor ve bu yol \u00fczerinde T\u00fcrk devletleri bulunuyordu. Eski T\u00fcrk devletleri ticaretin g\u00fcvenlili\u011fini sa\u011flamak i\u00e7in kom\u015fular\u0131yla ortak \u00e7al\u0131\u015fmalar yap\u0131yorlard\u0131.<a href=\"http:\/\/politikaakademisi.org\/?p=554#_ftn4\">[4]<\/a> 21. y\u00fczy\u0131lda \u00c7HC\u2019nde ba\u015flay\u0131p Orta Asya ve T\u00fcrkiye \u00fczerinden Avrupa\u2019ya uzanacak modern yeni bir \u0130pek Yolu yarat\u0131lmas\u0131 hep g\u00fcndemde olmu\u015f, zihinleri me\u015fgul etmi\u015ftir. Tarihi \u0130pek Yolu\u2019nun canlanmas\u0131na y\u00f6nelik olarak \u00c7in\u2019den ba\u015flayan ve Orta Asya Devletlerini kapsayarak Avrupa\u2019ya kadar ula\u015fmas\u0131 s\u00f6z konusu olan bir h\u0131zl\u0131 demiryolu projesi mevcuttur.<\/p>\n<p style=\"text-align: justify;\">T\u00fcrkiye\u2019nin Uzak Do\u011fu \u00fclkelerinin sundu\u011fu imk\u00e2nlardan yararlanmas\u0131 ve co\u011frafi uzakl\u0131\u011f\u0131 hi\u00e7 bahane etmeden lehine \u00e7evirmesi \u00e7ok \u00f6nemlidir. M\u00fcteahhitlik hizmetleri a\u00e7\u0131s\u0131ndan Asya \u00fclkelerinin altyap\u0131 yat\u0131r\u0131m programlar\u0131n\u0131n yakinen takibi gereklidir. Asya Kalk\u0131nma Bankas\u0131, \u0130slam Kalk\u0131nma Bankas\u0131 ve Avrupa \u0130mar ve Kalk\u0131nma Bankas\u0131 ve di\u011fer uluslararas\u0131 kurulu\u015flar\u0131n finansman programlar\u0131na giren projelerin m\u00fcmk\u00fcn oldu\u011fu \u00f6l\u00e7\u00fcde, daha projelendirme a\u015famas\u0131nda takip edilmesi T\u00fcrkiye\u2019nin ilgisini g\u00f6stermek ve gerekli ba\u011flant\u0131lar\u0131 zaman\u0131nda kurmak bak\u0131m\u0131ndan yararl\u0131 olacakt\u0131r.
