Tarihe \u201cHicaz Kurultay\u0131\u201d olarak ge\u00e7en toplant\u0131da g\u00fcndeme al\u0131nan konular Do\u011fu T\u00fcrkistan \u00f6zg\u00fcrl\u00fck davas\u0131n\u0131n canland\u0131r\u0131lmas\u0131, bu konuda yap\u0131lacak \u00e7al\u0131\u015fmalar\u0131n tespiti, Milliyet\u00e7i \u00c7in (Guo-Min-Dang) ile i\u015fbirli\u011fi yap\u0131l\u0131p-yap\u0131lmayaca\u011f\u0131, Milliyet\u00e7i \u00c7in\u2019den mali yard\u0131m al\u0131n\u0131p-al\u0131nmayaca\u011f\u0131 hususlar\u0131yd\u0131. Be\u015f g\u00fcn s\u00fcren g\u00f6r\u00fc\u015fmelerden sonra, Do\u011fu T\u00fcrkistanl\u0131 delegeler 6 Eyl\u00fcl 1954\u2019de\u00e7e\u015fitli kararlar alm\u0131\u015ft\u0131r. Takriben 250 ki\u015finin imzas\u0131 bulunan karar tutana\u011f\u0131nda en ilgin\u00e7 husus ise Do\u011fu T\u00fcrkistanl\u0131lar\u0131n milli liderleri olarak Mehmet Emin Bu\u011fra ve \u0130sa Yusuf Alptekin&#8217;e vek\u00e2letname vermeleridir. Hicaz Kurultay\u0131&#8217;nda al\u0131nan kararlar\u0131n uygulanmas\u0131nda ise 1949 sonras\u0131 Tayvan&#8217;a s\u0131\u011f\u0131nan Milliyet\u00e7i \u00c7in y\u00f6netiminin tutumu da de\u011ferlendirilmi\u015ftir. Ayr\u0131ca toplant\u0131da al\u0131nan kararlar\u0131n sonraki d\u00f6nemlerde ne \u00f6l\u00e7\u00fcde ger\u00e7ekle\u015ftirilip-ger\u00e7ekle\u015ftirilmedi\u011fi ortaya konulmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p><span style=\"color: #0000ff\"><strong>Giri\u015f<\/strong><\/span><\/p>\n<p>Do\u011fu T\u00fcrkistan, 1759 senesinde I. Man\u00e7u istilas\u0131na maruz kalm\u0131\u015f, bunu 1877 senesindeki II. Man\u00e7u istilas\u0131 takip etmi\u015ftir. Akabinde \u00fclkeye, 18 Kas\u0131m 1884 tarihinde \u201cXin-jiang\/Sinkiang1\u201d ismi verilerek \u00c7in topraklar\u0131na ilhak edilmi\u015ftir. 1911\u2019de \u00c7in\u2019de Man\u00e7u Hanedanl\u0131\u011f\u0131 devrilmi\u015f ve yerine Milliyet\u00e7i \u00c7in (Guo-Min-Dang) idaresi kurulmu\u015ftur. Fakat Milliyet\u00e7i \u00c7in, Man\u00e7u Hanedanl\u0131\u011f\u0131\u2019n\u0131 y\u0131km\u0131\u015f olmas\u0131na ra\u011fmen, Do\u011fu T\u00fcrkistan \u00fczerindeki iddias\u0131ndan vazge\u00e7memi\u015ftir.<\/p>\n<p>Milliyet\u00e7i \u00c7in\u2019in 1949 y\u0131l\u0131na kadar Do\u011fu T\u00fcrkistan&#8217;daki siyasi, ekonomik, sosyal ve k\u00fclt\u00fcrel hayata dair uygulamalar\u0131 tart\u0131\u015fmal\u0131 hususlardan biri olmu\u015ftur. Milliyet\u00e7i \u00c7in iktidarlar\u0131 taraf\u0131ndan her ne kadar 1911-1949 d\u00f6neminde Do\u011fu T\u00fcrkistan&#8217;da ya\u015fanan istiklal hareketlerine Moskova merkezli Rus siyasetinin sebep oldu\u011fu tezi ileri s\u00fcr\u00fclm\u00fc\u015fse de hakikat b\u00f6yle de\u011fildir. Do\u011fu T\u00fcrkistan&#8217;da ya\u015fanan b\u00fct\u00fcn olumsuzluklar asl\u0131nda Milliyet\u00e7i \u00c7in ad\u0131na \u00fclkeyi idare eden \u00c7inli y\u00f6neticilerden kaynaklanm\u0131\u015ft\u0131r2. 1949 y\u0131l\u0131 itibariyle \u00c7in&#8217;de iktidar\u0131 ele ge\u00e7iren Mao Ze-dong liderli\u011findeki Kom\u00fcnist \u00c7in birlikleri Do\u011fu T\u00fcrkistan&#8217;a do\u011fru harekete ge\u00e7ince Do\u011fu T\u00fcrkistanl\u0131lar da hem hayatta kalabilmek hem de davalar\u0131n\u0131 anlatabilmek i\u00e7in kafileler halinde \u00fclkeden ayr\u0131lm\u0131\u015flard\u0131. Ayn\u0131 \u015fekilde Milliyet\u00e7i \u00c7in idarecileri de Tayvan&#8217;a s\u0131\u011f\u0131nm\u0131\u015flard\u0131r3.<\/p>\n<p>1949 sonras\u0131nda harice \u00e7\u0131km\u0131\u015f Do\u011fu T\u00fcrkistanl\u0131lar ve Tayvan&#8217;a s\u0131\u011f\u0131nm\u0131\u015f Milliyet\u00e7i \u00c7inliler i\u00e7in vatanlar\u0131n\u0131 kurtarmalar\u0131 gereken ortak bir d\u00fc\u015fman ortaya \u00e7\u0131km\u0131\u015ft\u0131r. 1911-1949 y\u0131llar\u0131 aras\u0131nda Do\u011fu T\u00fcrkistan&#8217;da Milliyet\u00e7i \u00c7in&#8217;in ya\u015fatt\u0131\u011f\u0131 b\u00fct\u00fcn olumsuzluklara ra\u011fmen Mehmet Emin Bu\u011fra4, \u0130sa Yusuf Alptekin5 ve muhaceretteki di\u011fer Do\u011fu T\u00fcrkistanl\u0131lar, 1971 y\u0131l\u0131na kadar K\u0131ta \u00c7in\u2019in me\u015fru temsilcisi kabul edilen Milliyet\u00e7i \u00c7in ile i\u015fbirli\u011fi yapmak arzusunda olmu\u015ftur. Milliyet\u00e7i \u00c7in ileri gelenleri de, Bu\u011fra, Alptekin ve muhaceretteki di\u011fer Do\u011fu T\u00fcrkistanl\u0131lara irtibata ge\u00e7erek, onlar\u0131 Tayvan\u2019a yerle\u015fmeye ve i\u015fbirli\u011fi yapmaya y\u00f6nlendirmek istemi\u015ftir6.<\/p>\n<p>Do\u011fu T\u00fcrkistanl\u0131lar 1949&#8217;da ba\u015flayan g\u00f6\u00e7te, zor durumda olmalar\u0131 nedeniyle Tayvan y\u00f6netimi gibi di\u011fer d\u00fcnya devletlerinin yard\u0131m\u0131n\u0131 alm\u0131\u015ft\u0131r. Bununla birlikte g\u00f6\u00e7 kafilelerinin iskanl\u0131 g\u00f6\u00e7men olarak ba\u015fta T\u00fcrkiye olmak \u00fczere Suudi Arabistan ve M\u0131s\u0131r gibi \u00fclkelere yerle\u015ftirilmesinden sonra ise yeni bir yol haritas\u0131 \u00e7\u0131karmaya ihtiya\u00e7 duyulmu\u015f, bu yol haritas\u0131 da Hicaz Kurultay\u0131 ile ortaya konulmu\u015ftur. Kurultay&#8217;da al\u0131nan \u00f6nemli kararlardan biri de Milliyet\u00e7i \u00c7in ile muhaceretteki Do\u011fu T\u00fcrkistanl\u0131lar\u0131n hangi \u015fartlarda i\u015fbirli\u011fi yapacaklar\u0131na dair olmu\u015ftur. \u0130\u015fbirli\u011fi ancak Do\u011fu T\u00fcrkistan halk\u0131n\u0131n kendi kaderini tayin etme hakk\u0131n\u0131 Tayvan y\u00f6netiminin kabul etmesi \u015fart\u0131na ba\u011flanm\u0131\u015ft\u0131r7. Aksi takdirde muhaceretteki Do\u011fu T\u00fcrkistanl\u0131lar\u0131n, Kom\u00fcnist \u00c7in\u2019den kurtulmak ve yerine Milliyet\u00e7i \u00c7in\u2019i getirmek i\u00e7in Tayvan\u2019la i\u015fbirli\u011fi yapmas\u0131n\u0131n bir anlam\u0131 olamazd\u0131.<\/p>\n<p>Mehmet Emin Bu\u011fra, durumu Tayvan&#8217;a s\u0131\u011f\u0131nd\u0131ktan sonra devlet kademelerinde g\u00f6rev alan Dr. \u00c7u \u00c7ia-huan\u2019\u0131n yazd\u0131\u011f\u0131 22 Haziran 1951 tarihli davet mektubuna 27 Eyl\u00fcl 1951\u2019de verdi\u011fi cevab\u0131 mektubunda \u00f6zetle \u015f\u00f6yle de\u011ferlendirmektedir;&#8221;Muhaceretteki Do\u011fu T\u00fcrkistanl\u0131lar\u0131n en b\u00fcy\u00fck gayesi, Do\u011fu T\u00fcrkistan\u2019\u0131 d\u00fc\u015fman istilas\u0131ndan kurtarmakt\u0131r.Milliyet\u00e7i \u00c7in ileri gelenleri Do\u011fu T\u00fcrkistan halk\u0131n\u0131n milli isteklerine a\u015f\u0131r\u0131 derecede memnuniyetsizlik g\u00f6stermekte, bu milli taleplerin bayraktarl\u0131\u011f\u0131n\u0131 yapanlara zararl\u0131 bir unsur g\u00f6z\u00fcyle bakmakta,bu y\u00fczden de Milliyet\u00e7i \u00c7in ile i\u015fbirli\u011fi yapma yollar\u0131 tamamen kapanmaktad\u0131r.Dolay\u0131s\u0131yla muhaceretteki Do\u011fu T\u00fcrkistanl\u0131lar\u0131n, Formoza\u2019ya gidip birlikte \u00e7al\u0131\u015fma \u015fans\u0131 yoktur. Milliyet\u00e7i \u00c7in\u2019in Do\u011fu T\u00fcrkistan hakk\u0131ndaki siyasetini \u0131slah etmesi durumunda muhaceretteki Do\u011fu T\u00fcrkistanl\u0131lar Formoza\u2019ya gidebilir veya d\u0131\u015f \u00fclkelerde kalarak Formoza ile i\u015fbirli\u011fi yapabilir&#8221;8.<\/p>\n<p>Mehmet Emin Bu\u011fra&#8217;n\u0131n 27 Eyl\u00fcl 1951 tarihli mektubuna, Dr. \u00c7u \u00c7iahua, 9 Mart 1952&#8217;decevabi mektup g\u00f6ndermi\u015ftir. Zikredilen mektupta belirtilen iddialar\u0131 ise \u015fu \u015fekilde s\u0131ralamak m\u00fcmk\u00fcnd\u00fcr;&#8221;Irk\u00ee olarak Xinjiang (Do\u011fu T\u00fcrkistan) milleti, \u00c7in ile ayn\u0131 \u00f6zelliklere sahiptir. \u00c7inlilere her ne kadar Hansu denilmekte ise de bu dil al\u0131\u015fkanl\u0131\u011f\u0131 haline gelmi\u015f bir ifadedir. Xin-jiang halk\u0131n\u0131n bir nevi T\u00fcrk\u00e7e dili kullanmas\u0131 onlar\u0131n \u0131rk\u00ee y\u00f6nden \u00c7inlilerden ayr\u0131 bir halk oldu\u011funu g\u00f6stermez.\u00c7inlilerin \u201cBir Aile\u201d dedi\u011fi nazariye bo\u015f laf de\u011fildir. K\u00fclt\u00fcr olarak ise Xin-jiang halk\u0131n\u0131n k\u00fclt\u00fcr\u00fc, \u00c7in s\u0131n\u0131rlar\u0131 i\u00e7indeki muhtelif halklar\u0131n m\u00fc\u015ftereken meydana getirdikleri bir nevi din, yaz\u0131 ve k\u00fclt\u00fcrden ibarettir. Bunun i\u00e7in Xin-jiang halk\u0131 k\u00fclt\u00fcr ve medeniyet y\u00f6n\u00fcnden \u00c7in k\u00fclt\u00fcr\u00fcnden ayr\u0131 \u00f6zellik ta\u015f\u0131maz. Co\u011frafi olarak bak\u0131ld\u0131\u011f\u0131nda da bundan 2000 sene \u00f6nce Xin-jiang, \u00c7in ile bir k\u00fcl te\u015fkil etmekteydi. Yaln\u0131z Ming s\u00fclalesinin sonu ve Man\u00e7u s\u00fclalesinin ilk zamanlar\u0131n\u0131 te\u015fkil eden devrede \u00c7in\u2019den ayr\u0131lm\u0131\u015ft\u0131. Bu malumatlara nazaran sadece Xin-jiang \u00c7in arazisi i\u00e7inde kalm\u0131yor, onun kuzeybat\u0131 s\u0131n\u0131rlar\u0131 d\u0131\u015f\u0131ndaki bir\u00e7ok yerde mazide \u00c7in arazisi i\u00e7inde bulunuyordu. Bu sebeplerden \u00f6t\u00fcr\u00fc Xin-jiang milleti, lisan, k\u00fclt\u00fcr ve mahalli hususiyet gibi farklara dayanarak istiklal isteyemez&#8221;9.<\/p>\n<p>Dr. \u00c7u \u00c7ia-hua\u2019n\u0131n mektubunda yer alan ifadeler, Milliyet\u00e7i \u00c7in&#8217;in kom\u00fcnistlere ma\u011flup olup Tayvan\u2019a s\u0131\u011f\u0131nmalar\u0131na ra\u011fmen Do\u011fu T\u00fcrkistan&#8217;\u0131 s\u00f6m\u00fcrme siyasetinden vazge\u00e7mediklerini g\u00f6stermektedir. Kom\u00fcnist \u00c7in idaresi y\u0131k\u0131lsa bile Do\u011fu T\u00fcrkistan halk\u0131na kendi kaderini tayin etme hakk\u0131n\u0131n verilmeyece\u011fini bu sat\u0131rlardan anlamak m\u00fcmk\u00fcnd\u00fcr. Di\u011fer bir ifadeyle Tayvan idaresinin as\u0131l hedefi, kom\u00fcnistleri ma\u011flup etmesi durumunda bile, Do\u011fu T\u00fcrkistan\u2019\u0131 tekrar istila etmek niyetinde olduklar\u0131d\u0131r Asl\u0131nda hari\u00e7teki Do\u011fu T\u00fcrkistanl\u0131lar, Milliyet\u00e7i \u00c7in\u2019in bu ketum tutumu kar\u015f\u0131s\u0131nda \u00c7an Kay-\u015fek h\u00fck\u00fcmetiyle s\u00fcrd\u00fcr\u00fclmekte olan g\u00f6r\u00fc\u015fmelere son vermeyi d\u00fc\u015f\u00fcnm\u00fc\u015ft\u00fcr. Ancak bu \u00e7ok anti-demokratik bir tutum olarak de\u011ferlendirilebilirdi. Mehmet Emin Bu\u011fra, \u0130sa Yusuf Alptekin ve di\u011fer bir k\u0131s\u0131m Do\u011fu T\u00fcrkistanl\u0131lar, muhaceretteki soyda\u015flar\u0131na kendi \u015fahsi fikirlerini dayatmak istemiyordu. Bunun i\u00e7in bir kurultay tertip edilmeli, bu kurultaya mali imk\u00e2nlar elverdi\u011fi takdirde Afganistan, Hindistan, Pakistan, Suudi Arabistan ve T\u00fcrkiye gibi \u00fclkelerde ya\u015fayan Do\u011fu T\u00fcrkistanl\u0131 delegeler davet edilerek istikbalde nas\u0131l bir siyasi yol izlenmesi gerekti\u011fi tespit edilmeliydi. Yap\u0131lan g\u00f6r\u00fc\u015fmelerden sonra, Kurultay\u2019\u0131n, muhaceretteki Do\u011fu T\u00fcrkistanl\u0131lar\u0131n \u00e7o\u011funlu\u011funun ya\u015famakta oldu\u011fu Suudi Arabistan\u2019\u0131n Taif \u015fehrinde tertip edilmesine karar verilmi\u015fti. Bu karar do\u011frultusunda kurultaya kat\u0131labileceklere haber ula\u015ft\u0131r\u0131lm\u0131\u015f ve be\u015f g\u00fcn devam eden Hari\u00e7te Do\u011fu T\u00fcrkistan hakk\u0131ndaki ilk kurultay 1 Eyl\u00fcl 1954 tarihinde Taif&#8217;te ba\u015flam\u0131\u015ft\u0131r.<\/p>\n<p><span style=\"color: #0000ff\"><strong>1- Hicaz Kurultay\u0131<\/strong><\/span><\/p>\n<ul>\n<li>Do\u011fu T\u00fcrkistanl\u0131lar, bir\u00e7ok \u00fclkeden gelen delegelerin i\u015ftirakiyle 1 Eyl\u00fcl 1954\u2019de Suudi Arabistan\u2019\u0131n Taif \u015fehrinde bir kurultay tertip etmi\u015fti. G\u00fcndemdeki konular ise;<br \/>\na. Milliyet\u00e7i \u00c7in ile i\u015fbirli\u011fi yap\u0131l\u0131p-yap\u0131lmayaca\u011f\u0131,<br \/>\nd. Milliyet\u00e7i \u00c7in\u2019den mali yard\u0131m al\u0131n\u0131p-al\u0131nmayaca\u011f\u0131.<br \/>\nBe\u015f g\u00fcn devam eden g\u00f6r\u00fc\u015fmelerden sonra, Do\u011fu T\u00fcrkistanl\u0131 delegeler, 5 Eyl\u00fcl 1954 tarihinde a\u015fa\u011f\u0131daki tarihi karar\u0131 alm\u0131\u015ft\u0131r: \u201cYurdumuz \u015earki T\u00fcrkistan 1877 Miladi y\u0131l\u0131 \u00c7in taraf\u0131ndan istila edildi. 1881 Miladi y\u0131l\u0131ndan itibaren \u00c7in devleti yurdumuzun tarihi ve mill\u00ee ismi olan \u015earki T\u00fcrkistan ismini \u00c7in\u2019ce \u015eincan ad\u0131na de\u011fi\u015ftirdi. Tarihten beri m\u00fcstakil devlet olarak ya\u015faya gelen bu topra\u011f\u0131 devlet stat\u00fcs\u00fcnden \u00e7\u0131kar\u0131p<br \/>\neyalet stat\u00fcs\u00fcnde \u00c7in topra\u011f\u0131na katt\u0131. Halk\u0131m\u0131z ve yurdumuza son derece \u00e7ok zul\u00fcm haks\u0131zl\u0131klar yapageldi. Hi\u00e7bir hak tan\u0131mad\u0131.<\/li>\n<li>Ama \u015earki T\u00fcrkistan co\u011frafi ve tarih itibariyle \u00c7in topra\u011f\u0131ndan ayr\u0131 bir toprak, O\u2019nun halk\u0131, dil, \u0131rk, din, \u00f6rf-adet itibari ile \u00c7in milletinden ayr\u0131 bir millet oldu\u011fu i\u00e7in mezalim \u00c7in\u2019in esaretialt\u0131nda k\u00f6le olarak ya\u015famay\u0131 istemeyip, ge\u00e7mi\u015f 70 k\u00fcsur y\u0131ll\u0131k esaret devri i\u00e7inde bir ka\u00e7 on defa isyan \u00e7\u0131kard\u0131. \u0130stiklal davas\u0131 k\u0131ld\u0131. Onun sonuncusu olarak 1931 Miladi y\u0131l\u0131 yurdumuzun her yerinde isyan \u00e7\u0131kt\u0131. Sonu\u00e7 olarak 1933 Miladi y\u0131l\u0131 Ka\u015fgar merkez olmak \u00fczere \u201c\u015earki T\u00fcrkistan \u0130stiklal Cumhuriyeti\u201d ad\u0131nda bir m\u00fcstakil h\u00e2kimiyet kuruldu. Bu h\u00e2kimiyet zalim Ruslar\u0131n m\u00fcdahaleleri ile y\u0131k\u0131ld\u0131. 1949 Miladi y\u0131l\u0131 yurdumuzu K\u0131z\u0131l \u00c7in, Milliyet\u00e7i \u00c7in\u2019in elinden istila yoluyla ald\u0131. Akabinde yurdumuza zalim Ruslar\u0131n tesiri girmeye ba\u015flad\u0131. Bu K\u0131z\u0131l istilaya kar\u015f\u0131 yurdumuzda silahl\u0131 isyanlar \u00e7\u0131kt\u0131, y\u0131llarca devam etti. Taif \u015fehrinin bulundu\u011fu b\u00f6lge olan &#8220;Hicaz&#8221;dan ad\u0131n\u0131 alan Kurultay, zikredilen hususta hem ilk olmas\u0131 hem de Do\u011fu T\u00fcrkistanl\u0131lar\u0131n davalar\u0131n\u0131 anlatmak i\u00e7in gelecek on y\u0131llarda kullanacaklar\u0131 y\u00f6ntemi belirlemesi a\u00e7\u0131s\u0131ndan \u00f6nemlidir. Al\u0131nan kararlar de\u011ferlendirildi\u011finde Kurultay&#8217;\u0131n \u00f6nemi daha da anla\u015f\u0131labilir. Kurultay&#8217;da al\u0131nan \u00f6nemli kararlardan biri de Do\u011fu T\u00fcrkistanl\u0131lar\u0131n Mehmet Emin Bu\u011fra ve \u0130sa Yusuf Alptekin&#8217;i e\u015fit yetkilere sahip liderleri olarak se\u00e7mi\u015f olmalard\u0131r. 1965 y\u0131l\u0131na kadar Alptekin ile beraber kullan\u0131lan bu yetki, bu tarihte Bu\u011fra&#8217;n\u0131n vefat\u0131ndan sonra Alptekin<br \/>\ntaraf\u0131ndan kullan\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>Hicaz Kurultay\u0131&#8217;nda al\u0131nan kararlara istinaden Milliyet\u00e7i \u00c7in ile ba\u015flat\u0131lan g\u00f6r\u00fc\u015fmelerden herhangi bir netice elde edilememi\u015ftir. B\u00fct\u00fcn g\u00f6r\u00fc\u015fmelere, teklif ve muht\u0131ralara ra\u011fmen Milliyet\u00e7i \u00c7in, Do\u011fu T\u00fcrkistan&#8217;\u0131n ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 tan\u0131maya y\u00f6nelik a\u00e7\u0131klama yapmay\u0131 reddetmi\u015f, bu talebin Milliyet\u00e7i \u00c7in kanunlar\u0131 \u00e7er\u00e7evesinde ve K\u0131ta \u00c7in&#8217;in kom\u00fcnist istiladan sonra de\u011ferlendirilece\u011fi \u015fifahi olarak Mehmet Emin Bu\u011fra ve \u0130sa Yusuf Alptekin&#8217;e s\u00f6zl\u00fc olarak ifade edilmi\u015ftir.<\/p>\n<p>Hicaz Kurultay&#8217;\u0131 sonras\u0131 ya\u015fananlar de\u011ferlendirildi\u011finde hem Mehmet Emin Bu\u011fra ve \u0130sa Yusuf Alptekin&#8217;in tarihi Hicaz Kurultay&#8217;\u0131 kararlar\u0131na uydu\u011funu hem de di\u011fer Do\u011fu T\u00fcrkistanl\u0131lar\u0131n uymalar\u0131 konusunda telkinlerde bulundu\u011fu anla\u015f\u0131lmaktad\u0131r. Bununla birlikte Milliyet\u00e7i \u00c7in&#8217;in Do\u011fu T\u00fcrkistanl\u0131lar\u0131 Tayvan ile i\u015fbirli\u011fi yapmaya te\u015fvik etmesi ile hari\u00e7te Do\u011fu T\u00fcrkistan davas\u0131ndan kopmalar\u0131n ya\u015fand\u0131\u011f\u0131 g\u00f6zlenmi\u015ftir. Tayvan y\u00f6netiminin tutumu ve Do\u011fu T\u00fcrkistan davas\u0131na verdi\u011fi zararlar ayr\u0131 bir \u00e7al\u0131\u015fma konusu oldu\u011fundan bu \u00e7al\u0131\u015fmada konu \u00fczerinde durulmam\u0131\u015ft\u0131r.<\/p>\n<p>1992 y\u0131l\u0131nda \u0130stanbul&#8217;da ger\u00e7ekle\u015ftirilen Kurultay&#8217;\u0131n hem Do\u011fu T\u00fcrkistanl\u0131lar hem de konu \u00fczerinde \u00e7al\u0131\u015fanlar aras\u0131nda Hari\u00e7te Do\u011fu T\u00fcrkistan hakk\u0131nda yap\u0131lan ilk kurultay olarak bilinmesi yanl\u0131\u015fl\u0131\u011f\u0131n\u0131n ortadan kald\u0131r\u0131lmas\u0131 olmu\u015ftur. Bu vesile ile 1992 Kurultay\u0131&#8217;n\u0131n hari\u00e7te Do\u011fu T\u00fcrkistan hakk\u0131nda yap\u0131lan ikinci kurultay oldu\u011fu ortaya konulmu\u015ftur.<\/p>\n<p>\u0130sa Yusuf Alptekin&#8217;in hayat\u0131 incelendi\u011finde kendisini hi\u00e7bir zaman &#8220;lider&#8221; olarak lanse etmedi\u011fi, dahas\u0131 bir\u00e7ok yerde &#8220;Ben Do\u011fu T\u00fcrkistan ve Do\u011fu T\u00fcrkistanl\u0131 karde\u015flerimin hizmetkar\u0131y\u0131m&#8221; dedi\u011fi bilinen bir ger\u00e7ektir. Oysaki 1960&#8217;l\u0131 y\u0131llarda ba\u015flayan ve \u0130sa Yusuf Alptekin \u00fczerinden &#8220;kendisine hi\u00e7bir Do\u011fu T\u00fcrkistanl\u0131 taraf\u0131ndan liderlik yetkisi verilmedi\u011fi, \u015fahsi \u00e7abas\u0131 ile kendisini Do\u011fu T\u00fcrkistanl\u0131lar\u0131n lideri ilan etti\u011fi&#8221; bilgisinin de yanl\u0131\u015fl\u0131\u011f\u0131 ortaya \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. Bu vesile ile ortaya konulan belge hem liderlik konusunu, hem Tayvan y\u00f6netiminin tutumunu hem de 1949 sonra ya\u015fanan g\u00f6\u00e7 ile h\u00fcr d\u00fcnyaya \u00e7\u0131kan Do\u011fu T\u00fcrkistanl\u0131lar\u0131n davalar\u0131 anlatabilmek gayesiyle nas\u0131l bir yol izledikleri de ortaya konulmu\u015ftur.<\/p>\n<p>Milliyet\u00e7i \u00c7in\u2019in milli menfaatleri i\u00e7in Do\u011fu T\u00fcrkistanl\u0131lar aras\u0131na soktu\u011fu nifak tohumlar\u0131 k\u0131sa zamanda semeresini vermi\u015ftir. 1954 tarihini takip eden ilk 20 y\u0131lda muhaceretteki Do\u011fu T\u00fcrkistanl\u0131lar \u201cTayvan\u2019a giden veya gitmeyen\u201d, \u201cTayvan\u2019la i\u015fbirli\u011fi yapan veya yapmayan\u201d ve \u201cTayvan\u2019dan mali yard\u0131m alan veya almayan\u201d olmak \u00fczere iki grubu ayr\u0131lm\u0131\u015ft\u0131r. Bu iki grup aras\u0131nda \u00e7ok sert tart\u0131\u015fmalar ba\u015f g\u00f6stermi\u015ftir. Tayvan\u2019la i\u015fbirli\u011fi yapmayan, Tayvan\u2019a gitmeyen ve Tayvan\u2019dan mali yard\u0131m almayan grup di\u011feri grubu \u201cDo\u011fu T\u00fcrkistan davas\u0131ndan kopmakla\u201d, \u201cDo\u011fu T\u00fcrkistan davas\u0131n\u0131 satmakla\u201d,veya \u201cDo\u011fu T\u00fcrkistan davas\u0131na ihanet etmekle\u201d su\u00e7lam\u0131\u015ft\u0131r. Tayvan\u2019la i\u015fbirli\u011fi yapan, Tayvan\u2019a giden veya Tayvan\u2019dan mali yard\u0131m almaya devam eden grup ise yapt\u0131\u011f\u0131n\u0131 hakl\u0131 g\u00f6sterebilmek i\u00e7in di\u011fer gruba \u00e7irkin iftiralar ya\u011fd\u0131rmaya ba\u015flam\u0131\u015ft\u0131r. \u00d6nceleri \u015fifahi olarak y\u00fcr\u00fct\u00fclen bu su\u00e7lama, iftira ve karalama kampanyalar\u0131 bilahare yaz\u0131ya ve hatta bas\u0131na dahi intikal ettirilmi\u015ftir. Neticede birbirine d\u00fc\u015fen iki grup davay\u0131 tamamen ihmal etmi\u015flerdir. Bu durumdan azami derecede yararlanan Milliyet\u00e7i \u00c7in, Tayvan ile i\u015fbirli\u011fi yapan, Tayvan\u2019a giden veya Tayvan\u2019dan mali yard\u0131m almaya devam eden Do\u011fu T\u00fcrkistanl\u0131lar\u0131 ma\u015fa gibi kullanm\u0131\u015ft\u0131r. Bu \u015fekilde Milliyet\u00e7i \u00c7in yaln\u0131z muhaceretteki Do\u011fu T\u00fcrkistanl\u0131lar\u0131n birlik, beraberlik ve kararl\u0131l\u0131\u011f\u0131n\u0131 zay\u0131flatmakla kalmam\u0131\u015f, ayn\u0131 zamanda Do\u011fu T\u00fcrkistan\u2019a sembolik anlamda \u00f6zg\u00fcrl\u00fck tan\u0131mas\u0131 i\u00e7in d\u0131\u015f \u00fclkelerden gelmesi muhtemel bir bask\u0131y\u0131 da \u00fczerinden atm\u0131\u015ft\u0131r.<\/p>\n<p>Bug\u00fcn Do\u011fu T\u00fcrkistan davas\u0131n\u0131n i\u00e7ine d\u00fc\u015fm\u00fc\u015f oldu\u011fu durumun sorumlulu\u011funu, tamamen Milliyet\u00e7i \u00c7in\u2019in muhaceretteki Do\u011fu T\u00fcrkistanl\u0131lar\u0131n birlik, beraberlik ve kararl\u0131l\u0131\u011f\u0131n\u0131 par\u00e7alayabilmek i\u00e7in tatbik etti\u011fi siyasete veya Hicaz Kurultay\u0131 kararlar\u0131na uyulmamas\u0131na ba\u011flamak objektif olmayacakt\u0131r.
