text-justify: inter-ideograph;\">Uygur Akademisi Y\u00f6netim Kurulu 09 Kas\u0131m 2019 tarihinde toplanarak, Uygur Akademisi t\u00fcz\u00fc\u011f\u00fcn\u00fcn 3. maddesi (3) bendine g\u00f6re \u00c7in Ara\u015ft\u0131rmalar\u0131 Enstit\u00fcs\u00fc kurmaya karar verilmi\u015ftir.\u00a0Akademi Ba\u015fkan\u0131 Prof. Dr. Alimcan \u0130nayet\u2019in onay\u0131 ile Dr. Ferhat Kurban Tanr\u0131da\u011fl\u0131 \u00c7in Ara\u015ft\u0131rmalar\u0131 Enstit\u00fcs\u00fc M\u00fcd\u00fcr\u00fc olarak tayin edilmi\u015ftir.<\/p>\n<p style=\"text-align: justify; text-justify: inter-ideograph;\"><strong><span style=\"color: #0000ff;\">Enstit\u00fcn\u00fcn Ama\u00e7lar\u0131:<\/span><\/strong><\/p>\n<p style=\"text-align: justify; text-justify: inter-ideograph;\">\u00c7in\u2019in tarihi, siyasal, ekonomik ve toplumsal yap\u0131s\u0131, d\u00fcnya ekonomisi ve siyasetindeki yeri , T\u00fcrk-\u00c7in ili\u015fkilerinin tarihi ve g\u00fcncel boyutlar\u0131, \u00c7in\u2019in geleneksel T\u00fcrkistan ve T\u00fcrkiye politikalar\u0131, Bir Ku\u015fak Bir Yol Projesinin tarihi ve g\u00fcncel boyutlar\u0131, bu projenin T\u00fcrkiye ve T\u00fcrk d\u00fcnyas\u0131 i\u00e7in ne anlama geldi\u011fi gibi konularda ara\u015ft\u0131rmalar yaparak, \u00c7in ile ilgili ulusal ve uluslararas\u0131 bilgi birikimine katk\u0131da bulunmak, yap\u0131lan ara\u015ft\u0131rma\u00a0 ve \u00e7al\u0131\u015fmalar\u0131 yak\u0131ndan takip etmek, ilgili kurum ve ki\u015filerle i\u015fbirlikleri ve ortak \u00e7al\u0131\u015fmalar yaparak \u00c7in ile ili\u015fkilerin do\u011fru y\u00f6netilmesine katk\u0131da bulunmak;<\/p>\n<p style=\"text-align: justify; text-justify: inter-ideograph;\">T\u00fcrkiye-\u00c7in ili\u015fkilerini siyasi, ekonomik, tarihi ve k\u00fclt\u00fcrel temelde de\u011ferlendiren \u00e7al\u0131\u015fmalarla \u00c7in ile ilgili sa\u011fl\u0131kl\u0131, isabetli ve istikrarl\u0131 Devlet Politikas\u0131n\u0131n \u00fcretilmesine, T\u00fcrkiye Cumhuriyeti devletinin \u00e2l\u00ee menfaatlerinin korunmas\u0131na, \u00fclkemizin cayd\u0131r\u0131c\u0131l\u0131\u011f\u0131n\u0131n g\u00fc\u00e7lenmesine, sayg\u0131nl\u0131\u011f\u0131n\u0131n artmas\u0131na hizmet etmek, T\u00fcrkiye\u2019nin \u00c7in ile yapaca\u011f\u0131 gelecek i\u015fbirliklerinin \u00fclkemiz lehine y\u00f6netilmesi ve geli\u015ftirilmesine katk\u0131da bulunmak, bu konularda raporlar haz\u0131rlamak, uzman yeti\u015ftirmek ve dan\u0131\u015fmanl\u0131k hizmetleri vermektir.\u201d<\/p>\n<p style=\"text-align: justify; Uygur Akademisi \u00c7in Ara\u015ft\u0131rmalar\u0131 Enstit\u00fcs\u00fcn\u00fcn ama\u00e7lar\u0131na, faaliyetlerine, y\u00f6netim organlar\u0131na, y\u00f6netim organlar\u0131n\u0131n g\u00f6revlerine ve \u00e7al\u0131\u015fma \u015fekline ili\u015fkin usul ve esaslar\u0131 d\u00fczenlemektir.<\/p>\n<p><strong>Kapsam<\/strong><\/p>\n<p><strong>MADDE 2 \u2013<\/strong>\u00a0(1) Bu Y\u00f6netmelik; \u00c7in\u2019in tarihi, siyasal, ekonomik ve toplumsal yap\u0131s\u0131, d\u00fcnya ekonomisi ve siyasetindeki yeri , T\u00fcrk-\u00c7in ili\u015fkilerinin tarihi ve g\u00fcncel boyutlar\u0131, \u00c7in\u2019in geleneksel T\u00fcrkistan ve T\u00fcrkiye politikalar\u0131, Ku\u015fak Yol projesinin tarihi ve g\u00fcncel boyutlar\u0131, bu projenin T\u00fcrkiye ve T\u00fcrk d\u00fcnyas\u0131 i\u00e7in ne anlama geldi\u011fi gibi\u00a0 konularda ara\u015ft\u0131rmalar yaparak \u00c7in ile ilgili ulusal ve uluslararas\u0131 bilgi birikimine katk\u0131da bulunmak , yap\u0131lan ara\u015ft\u0131rma\u00a0 ve \u00e7al\u0131\u015fmalar\u0131 yak\u0131ndan takip etmek, ilgili kurum ve ki\u015filerle i\u015fbirlikleri ve ortak \u00e7al\u0131\u015fmalar yaparak\u00a0 \u00c7in ile ili\u015fkilerin do\u011fru y\u00f6netilmesine katk\u0131da bulunmak; T\u00fcrkiye-\u00c7in ili\u015fkilerini siyasi, ekonomik, tarihi ve k\u00fclt\u00fcrel temelde de\u011ferlendiren \u00e7al\u0131\u015fmalarla \u00c7in ile ilgili Sa\u011fl\u0131kl\u0131, \u0130sabetli ve istikrarl\u0131 Devlet Politikas\u0131n\u0131n \u00fcretilmesine, T\u00fcrkiye Cumhuriyeti devletinin \u00e2l\u00ee menfaatlerinin korunmas\u0131na, \u00fclkemizin cayd\u0131r\u0131c\u0131l\u0131\u011f\u0131n\u0131n g\u00fc\u00e7lenmesine, sayg\u0131nl\u0131\u011f\u0131n\u0131n artmas\u0131na hizmet etmek,T\u00fcrkiye\u2019nin \u00c7in ile yapaca\u011f\u0131 gelecek i\u015fbirliklerinin \u00fclkemiz lehine y\u00f6netilmesi ve geli\u015ftirilmesine katk\u0131da bulunmak, bu konularda raporlar haz\u0131rlamak, uzman yeti\u015ftirmek ve dan\u0131\u015fmanl\u0131k hizmetleri vermektir.<\/p>\n<p><strong>Gerek\u00e7eleri<\/strong><\/p>\n<p><strong>Madde 6-(1<\/strong>) \u0130kili ili\u015fkilerde sa\u011fl\u0131kl\u0131 ve dengeli politika y\u00fcr\u00fctebilmek, i\u015fbirli\u011finde ba\u015far\u0131l\u0131 olabilmek i\u00e7in muhatap hakk\u0131nda fikir sahibi olmak, fikir sahibi olmak i\u00e7in ise bilgi sahibi olmak gerekir.<\/p>\n<p>2)T\u00fcrk &#8211; \u00c7in ili\u015fkileri \u0130nsanl\u0131\u011f\u0131n en eski ikili ili\u015fkilerinden biridir. Zira tarihi kom\u015fulard\u0131r. Dolay\u0131s\u0131yla T\u00fcrk-\u00c7in aras\u0131ndaki ikili ili\u015fkilerde bilin\u00e7li olmak tarihten beri her iki taraf i\u00e7in hayat\u0131 \u00f6nem ta\u015f\u0131maktad\u0131r.<\/p>\n<p>\u00c7in geleneksel olarak bu konuda dersine iyi \u00e7al\u0131\u015fm\u0131\u015f, her zaman her \u015fartta T\u00fcrkistan ve T\u00fcrkiye Politikas\u0131 var olmu\u015ftur.<\/p>\n<p>T\u00fcrkiye olarak bu y\u00f6ndeki \u00e7al\u0131\u015fmalar\u0131n hen\u00fcz yeterli olmad\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.<\/p>\n<p><strong>Faaliyet Alanlar\u0131<\/strong><\/p>\n<p><strong>MADDE 7 \u2013<\/strong>\u00a0(1) Enstit\u00fct 5 inci maddede belirtilen ama\u00e7lar\u0131na ula\u015fmak i\u00e7in a\u015fa\u011f\u0131daki faaliyetlerde bulunur:<\/p>\n<p>a) \u00c7al\u0131\u015fma konular\u0131 ile ilgili ara\u015ft\u0131rma yapmak, bunlar\u0131 T\u00fcrk\u00e7e ve yabanc\u0131 dillerde yay\u0131mlayarak ulusal ve uluslararas\u0131 kamuoyunun bilgisine sunmak.<\/p>\n<p>b) Ulusal ve uluslararas\u0131 nitelikte konferans, kongre,\u00a0sempozyum, kolokyum, seminer, panel ve benzeri faaliyetleri ger\u00e7ekle\u015ftirmek.<\/p>\n<p>c) Merkezin ama\u00e7lar\u0131 do\u011frultusunda sertifika, kurs ve benzeri programlar d\u00fczenlemek.<\/p>\n<p>\u00e7) Merkez b\u00fcnyesinde olu\u015fturulacak birimler arac\u0131l\u0131\u011f\u0131yla projeler yapmak.<\/p>\n<p>d) Enstit\u00fcte ait s\u00fcreli yay\u0131nlar haz\u0131rlamak.<\/p>\n<p>e) \u00dcniversitelerin akademik birimlerinin de katk\u0131s\u0131yla 5 inci maddede belirtilen konularda ortak \u00e7al\u0131\u015fmalar y\u00fcr\u00fctmek.<\/p>\n<p>f) \u0130htiya\u00e7lar\u0131 do\u011frultusunda kamu ve \u00f6zel sekt\u00f6r kurum ve kurulu\u015flar\u0131na dan\u0131\u015fmanl\u0131k hizmetleri vermek.<\/p>\n<p>g) Ulusal ve uluslararas\u0131 d\u00fczeyde, di\u011fer \u00fcniversiteler ile kamu ve \u00f6zel sekt\u00f6r kurum ve kurulu\u015flar\u0131yla i\u015fbirli\u011fi yapmak.<\/p>\n<p>\u011f) Enstit\u00fcn\u00fcn ama\u00e7lar\u0131 ile ilgili olan di\u011fer faaliyetlerde bulunmak.<\/p>\n<p><strong>\u00dc\u00c7\u00dcNC\u00dc B\u00d6L\u00dcM<\/strong><\/p>\n<p><strong>Enstit\u00fcn\u00fcn Y\u00f6netim Organlar\u0131 ve G\u00f6revleri<\/strong><\/p>\n<p><strong>Enstit\u00fcn\u00fcn y\u00f6netim organlar\u0131<\/strong><\/p>\n<p><strong>MADDE 8 \u2013\u00a0<\/strong>(1) Enstit\u00fcn\u00fcn y\u00f6netim organlar\u0131 \u015funlard\u0131r:<\/p>\n<p>a) M\u00fcd\u00fcr,<\/p>\n<p>b) Y\u00f6netim Kurulu,<\/p>\n<p>c) Dan\u0131\u015fma Kurulu.<\/p>\n<p><strong>M\u00fcd\u00fcr<\/strong><\/p>\n<p><strong>MADDE 9 \u2013<\/strong> (1) M\u00fcd\u00fcr; Ba\u015fkan\u0131n teklifi, Akademi Y\u00f6netim kurulunun onay\u0131 ile y\u00f6netim kurulu asil \u00fcyeleri i\u00e7inden ve \u00f6zel ihtiya\u00e7 durumunda akademi \u00fcyeleri i\u00e7inden \u00fc\u00e7 y\u0131l i\u00e7in g\u00f6revlendirilir. S\u00fcresi biten M\u00fcd\u00fcr ayn\u0131 usulle yeniden g\u00f6revlendirilebilir. M\u00fcd\u00fcre yard\u0131mc\u0131 olmak \u00fczere Y\u00f6netim Kurulu \u00fcyelerinden biri M\u00fcd\u00fcr\u00fcn teklifi ve Akademi Y\u00f6netim kurulunun\u00a0 onay\u0131 ile M\u00fcd\u00fcr Yard\u0131mc\u0131s\u0131 olarak g\u00f6revlendirilir. M\u00fcd\u00fcr Yard\u0131mc\u0131s\u0131n\u0131n g\u00f6rev s\u00fcresi de \u00fc\u00e7 y\u0131ld\u0131r. M\u00fcd\u00fcr\u00fcn g\u00f6revi bitti\u011finde M\u00fcd\u00fcr Yard\u0131mc\u0131s\u0131n\u0131n g\u00f6revi de kendili\u011finden sona erer. M\u00fcd\u00fcr, g\u00f6revi ba\u015f\u0131nda olmad\u0131\u011f\u0131 zaman yard\u0131mc\u0131s\u0131 kendisine vekalet eder. M\u00fcd\u00fcr\u00fcn kesintisiz alt\u0131 aydan fazla bir s\u00fcre g\u00f6revi ba\u015f\u0131nda bulunamamas\u0131 durumunda yeni bir M\u00fcd\u00fcr g\u00f6revlendirilir.<\/p>\n<p><strong>M\u00fcd\u00fcr\u00fcn g\u00f6revleri<\/strong><\/p>\n<p><strong>MADDE 10 \u2013<\/strong>\u00a0(1) M\u00fcd\u00fcr\u00fcn g\u00f6revleri \u015funlard\u0131r:<\/p>\n<p>a) Merkezin ama\u00e7lar\u0131n\u0131 ger\u00e7ekle\u015ftirmeye y\u00f6nelik y\u0131ll\u0131k faaliyet plan\u0131n\u0131 haz\u0131rlamak ve y\u00fcr\u00fctmek.<\/p>\n<p>b) Merkezi temsil etmek, Y\u00f6netim Kuruluna ve Dan\u0131\u015fma Kuruluna ba\u015fkanl\u0131k etmek.<\/p>\n<p>c) Y\u00f6netim Kurulunun g\u00fcndemini belirlemek ve al\u0131nan kararlar\u0131 uygulamak.<\/p>\n<p>\u00e7) Merkez b\u00fcnyesindeki birimler aras\u0131nda koordinasyon ve denetimi sa\u011flamak.<\/p>\n<p>d) Ulusal ve uluslararas\u0131 kurulu\u015flarla ileti\u015fim kurmak ve \u00e7al\u0131\u015fmalar yapmak.<\/p>\n<p>e) Merkez ve Merkeze ba\u011fl\u0131 birimlerin y\u0131ll\u0131k faaliyet raporunu haz\u0131rlayarak Rekt\u00f6rl\u00fc\u011fe sunmak.<\/p>\n<p><strong>Y\u00f6netim Kurulu<\/strong><\/p>\n<p><strong>MADDE 11 \u2013<\/strong> (1) Y\u00f6netim Kurulu; M\u00fcd\u00fcr \u00f6nerisi, Ba\u015fkan\u0131n onay\u0131 Akademi \u00fcyeleri aras\u0131ndan g\u00f6revlendirilen d\u00f6rt ki\u015fi olmak \u00fczere toplam yedi \u00fcyeden olu\u015fur. Y\u00f6netim Kurulu \u00fcyelerinin g\u00f6rev s\u00fcresi \u00fc\u00e7 y\u0131ld\u0131r. S\u00fcresi biten \u00fcye tekrar g\u00f6revlendirilebilir. G\u00f6rev s\u00fcresinin bitiminden \u00f6nce ayr\u0131lan ya da alt\u0131 aydan daha fazla \u00dcniversite d\u0131\u015f\u0131nda g\u00f6revlendirilenlerin yerine, kalan s\u00fcreyi tamamlamak \u00fczere yeni \u00fcye g\u00f6revlendirilir.<\/p>\n<p>(2) Y\u00f6netim Kurulu, M\u00fcd\u00fcr\u00fcn \u00e7a\u011fr\u0131s\u0131 \u00fczerine ayda en az bir kez toplan\u0131r. M\u00fcd\u00fcr ihtiya\u00e7 halinde Y\u00f6netim Kurulunu toplant\u0131ya \u00e7a\u011f\u0131rabilir.<\/p>\n<p><strong>Y\u00f6netim Kurulunun g\u00f6revleri<\/strong><\/p>\n<p><strong>MADDE 12 \u2013\u00a0<\/strong>(1) Y\u00f6netim Kurulunun g\u00f6revleri \u015funlard\u0131r:<\/p>\n<p>a) Enstit\u00fc \u00e7al\u0131\u015fma program\u0131n\u0131 haz\u0131rlamak, ihtiya\u00e7lar do\u011frultusunda geli\u015ftirmek ve M\u00fcd\u00fcre sunmak.<\/p>\n<p>b) Enstit\u00fc proje ve ara\u015ft\u0131rma gruplar\u0131n\u0131 olu\u015fturmak ve \u00e7al\u0131\u015fmalar\u0131 de\u011ferlendirmek.<\/p>\n<p>c) Kurs, staj, sertifika ve benzeri programlarda g\u00f6revlendirilecek, Merkezin faaliyet alanlar\u0131yla ilgili konularda i\u015fbirli\u011fi yap\u0131lacak \u00dcniversite birimleri, ulusal ve uluslararas\u0131 ki\u015fi, kurum ve kurulu\u015flarla i\u015fbirli\u011fine y\u00f6nelik esaslar\u0131 tespit ederek M\u00fcd\u00fcre sunmak.<\/p>\n<p>\u00e7) Merkezin y\u0131ll\u0131k faaliyet raporunu haz\u0131rlayarak M\u00fcd\u00fcre sunmak.<\/p>\n<p><strong>Dan\u0131\u015fma Kurulu<\/strong><\/p>\n<p><strong>MADDE 13 \u2013<\/strong>\u00a0(1) Dan\u0131\u015fma Kurulu \u00fcyeleri; Akademinin ya da istekleri halinde di\u011fer \u00fcniversitelerin \u00f6\u011fretim elemanlar\u0131 ile Enstit\u00fc ilgili konularda faaliyet g\u00f6steren kamu ve \u00f6zel sekt\u00f6r kurum ve kurulu\u015flar\u0131nda g\u00f6rev yapan yerli\/yabanc\u0131 uzman ki\u015filer aras\u0131ndan, M\u00fcd\u00fcr\u00fcn teklifi ve Ba\u015fkan\u0131n onay\u0131 ile \u00fc\u00e7 y\u0131ll\u0131\u011f\u0131na g\u00f6revlendirilir. Dan\u0131\u015fma Kurulu azami on be\u015f \u00fcyeden olu\u015fur. S\u00fcresi biten \u00fcye yeniden g\u00f6revlendirilebilir.
